              Some countries do this already. I have not been to Saudi Arabia or Kuwait but they seem to be doing ok as far crime and social issues.

                                          This I agree with, it is used in the USA to keep a section of the population reliant on the government. It basically keeps certain politicians in business. They have no goal of actually helping these people learn or excel in their lives.
