We are a totalitarian country and course Lublyanka listen to every our word online using "СОРМ", "СОРМ-2" and "СОРМ-3" systems (yeah we are not free so the full text of the directives related to "СОРМ" are officially published - sorry, no opportunity of Snowdens here - the "spying secrets" are open to every citizen).
