In here we pay based on projection and it is corrected once in a year by reading the meter. The correction is pretty much always to bigger direction (I pay more) as the projection is somewhat downscaled.
We don't have that big spiders so it wouldn't work anyways.

In Chicago they would just estimate based on prior usage and then correct it next month when the spider goes away. They didn't read my shit in the winter here guessing cause scared of the snow and when spring came boy did I have a fucking bill. Thought someone had tapped into my line shit was so high. Switched my shit out to one of those smart meters now so da lazy fucks don't have to walk anymore so should be accurate and won't have to worry about getting sticker shock again.
