I read that the officer also volunteered to wear a body camera when it was not mandated by the department. It sounds like he was just a good cop, not a racist.

That's right. Comply instantly with all police orders or be executed on the spot with no trial or jury. Summary executions are now fully legal whenever an officer feels that you are not in full compliance.
