Yes, police violence probably needs to developed to be more tanning neutral.
If some tanning type is lacking in stats, police could just start running towards people with that particular tanning. Do it enough many times and some will run away for sure, and then police just shoots them, and there you go; more tanning neutral stats.
Another option is to shoot bunch of white people in stock; and have some self tanning stuff applied based on what kind of victim is needed. This would also speed up solving crimes as there is already suspect shot; add just tanning and suspicion and there you go.
