Well, not really. It is about the amount of light. These kids are susceptible for depression (due to following) and lack of D-vitamin without supplements and or evolving to be more white skinned. Hair color is more or less a by-product.
Having said that, I am going to make "racist" suggestion that all more or less nothern countries should make sure that their black communities aren't suffering from the lack of D-vitamin. Or depends, as already presented in one document; if supplements and or food gives enough D-vitamin, those black folks won't probably never get white. Same was presented regarding whites in southern regions; you know, enough protective clothing, health care, etc. and those folks won't get black.

Great, but that plant never worked, no compensation for not-working powerplant, loan stayed, and now IMF uses that loan as a leverage to boost western interests in that country.
