More realistic, she wanted half decent pay and a small softcore site couldn't justify it so to assure a nice ROI, needed to sell content elsewhere too. so he sold it to the only person who can work with his style of content

Outside of her publicity stunt she is just a random cute model. So she only has this much time to bank. Even if she was pushed more than she is her time would still be limited, after that time - just another cute model. So it is not THAT much industry is losing by not pushing her more.

It's not the industry as a whole to market a girl. If she wants to exploit her fame and make the most of it, she'll have to do that on her own and hire or team up with her own people to help her do that.
