                    The biggest problem with selling them, as with the girl who got busted, is someone reporting it. Even if carriers open or scan a package they don’t know if something is used or unclean or not. Millions of panties are delivered every day.

                        It is in violation of domestic US postal regulations and if the package is inspected by customs it most likely be confiscated as contraband.

                        That said, people do it all of the time ... I doubt prosecuting these "heinous crimes" are a high priority but it could happen.
