The workaround is this. It was an old trick used back in the days where we used to stick display ads in certain magazines and newspapers with adult sections and were advertising photo sets (10 photos) of models with used knickers for $30 cash. Years before the BBS Systems or the Internet.
Have brand new unworn underwear ready for the following preparation.
First prepare a small bowl with plain flour, water and a small amount of tuna oil. Then mix it together so you have a liquid paste. Get a basting brush and dip it onto the mixture.
You get brand new underwear and then use the basting brush to lightly smear the padded under section with the mixture you made. Then seal the underwear in a zip lock plastic bag for shipment.
You're not shipping human waste, you're shipping clothing with confectionary added to it.Comment

You're better off forgetting about this.
You will get away with selling quite a few panties... a lot in fact. However, like some have said, big brother (or whoever) will come crashing down on you.
Unused panties are fine technically. But you will be scrutinized and possible punished for selling them with this intention whether they're soiled or not.
As seth said... if you do choose to do this absolutely do not send them through US postal. If ever found, its a federal crime.
UPS and Fedex are better options as they are private couriers. They dont care too much about what you send through their service, except for a couple things... damaged goods and hazardous material. Soiled Panties are technically a biohazard material. Even if the (I assume) Girl only intends to put them on for a moment and then zip them up with a faint smell of vag... still biohazard. So then it falls on them whether its against their policy. But, If packaged properly and discretely... Im sure UPS or Fed Ex would do.
I still recommend not doing this as I myself have seen the issues it entails.Comment

There is a market for this type of item and other *used* items. The biggest site that features these items is ebanned.net. Site has been around since 2000.
It is however, as other members pointed out, a risk to send out these used items, especially via USPS. The college student who was busted for selling used panties happened back in 2002. Have there been any other federal cases since?
A few years ago there was an HBO Real Sex episode featuring 2 guys who were selling used women's panties and using models pics to play the girls. They used tuna juice to fake the pussy scent.
