The nearest unconfirmed planet (Gliese 581 d) where theoretically can be some forms of life is in 20.3 light years away from Earth. You are wrong. Radio telescopes receives signals from other other galaxies. That means those signals do not degrade within 1000's of light years.

The inverse square law pretty much guarantees we will not hear anything, and no one will hear us. The signal would have to be massive to reach far enough added to that is space junk and other planets or solar systems just being in the way. IT is highly unlikely we would ever hear from anyone.
So, it is possible to focus and amplify a signal which is what i guess these guys will try. However, no one will be watching I love Lucy on other planets.

Voyager does it. But its signal is aimed straight to Earth. Also it's the (signal) not powerful enough to reach the nearest Galaxy. Thus there is a much bigger chance that aliens will intercept our TV shows from 20s century.
