Really, you cannot control the environment in a public place, so public places that cannot be controlled should not be used for settings on adult sex oriented websites.
There is no unlawful activity exhibited but it's just not in its proper context. If you are in a public place you have no expectation of privacy. I understand the voyeur concept but a library can be simulated for the desired arousal.
