Many cam models from Canada and the US work from home, are well paid / make good commissions, usually in college, and come across is extremely genuine. They do it because they want to, and most are independent.

Cam models in Russia and other places all work out of studios. Their english vocabulary is limited and they are under crazy pressure to make sales so they try to sell their services within the first 2 seconds of a customer entering the room. Paying overseas models a salary is extremely risky. Paying Canadian & American models a salary is much less risky. I think that the way TheHand is doing it is right.
