Looks like it's from one of the original UFC's, where that was actually legal. Back then, there were no weight classes or abundance of rules, rounds or anything else. It was a one night tournament where you fought all of your fights in succession. Last two combatants fought for the purse of $50,000 USD.

Notice the bare knuckles... no gloves were needed either. It was a crazy, very tough, enjoyable tournament the first few times.

The guy in the black -- the guy doing the punching -- is Keith Hackney.

I've been watching the UFC since it first came out in the 90's. Frankly, I found it more enjoyable during that era than I do these days. It used to be just a competition of the toughest, one discipline against another's discipline. No weight classes, no glitz and glam. Just who was the toughest guy at the end of the night. One night, winner take all. These days it's more like Professional Wrestling meets HBO Boxing, which often times overshadows the skills of the competitors.
