Not really they just let you decide if you want cheap low quality and oversold bandwidth or if you want the high quality low latency bandwidth from premium providers.

Lease web had the same thing with their bulk bandwidth and premium bandwidth deals

FilthyDonkey.com has a data center in the Netherlands and one of the most talented administration teams in the business... Not to mention free CDN services and more single hop Tier-1 Bandwidth than you could use....
