issues with geotargeting our site

I want to set up geo-targetting on a friends site which is available in 4 languages. We already have it set up so that it will auto redirect ENG language traffic from China to Chinese landing page. That was the simple part. The problem we are having is when the customer lands on the Chinese language after being redirected when the player navigates to another page it is not cached it redirect the player again.

So the question is how do i enable it so that after the customer first unique visit how do i ensure that upon return it no longer redirects but is cached allowing the customer to visit and link/page/language without redirect.
