Indeed! Card issuer are declining the transaction for some reason.... Acquirer cant do any thing if issuer not authorising the transaction. It happen to us on many occassion that our own merchant accoubt unable to took money out from card but orher biller in cascade billing successfully took money out and its just under 2 minutes time!
