That's a pretty loaded question that can have multiple answers, depending on the experience of the person buying the traffic. Most traffic can be monetized, but it really takes some time and effort to zero in the lander, the type of traffic, the geos, etc. LOTS of testing. It's quite a skill.
If it was as easy as just buying traffic and then raking in the conversions/sales, everyone would be doing it
