Bandwidth calculationmethods. Help..

For example I was examining isprime managed hosting prices. I'm very confused, there are different BW billing methods.
What I know about BW pricing is that you purchase 700Gb/m (example), and if you exceed that amount you pay $xx/Gb overage fee.
But now I see "95th percentile", "non-burstable" and "Per Gigabyte" (I'm familiar with only this one) calculation methods. Who can tell me pros and cons with simple words?
