You claim these travel restrictions have nothing to do with the sanctions, and you provide links to back this up, and when I translate the first one it says in the third paragraph that these restrictions are directly because of the sanctions?

"Associated with the recent ban recommendation MFA all Russian forces to refrain from visiting countries where they may be victims of provocation because of the sanctions imposed on Russia after the annexation of the Crimea. In the near future similar restrictions may also be administered by the FSB, the Federal Penitentiary Service, Federal Drug Control Service and the Ministry of Defense."

So, according the Interior Minister, yes, the travel restrictions are directly because of the sanctions.

My personal opinion that there is no chance that effects of any kind of sanctions can be seen so fast. Maybe I am wrong, but I believe that it is excuse for shady business practice that I've already seen so many times with local tour operators and scammed people.

And ask Montenegro that supported "sanctions" on Russia, how their season this years looks like. Completely empty, Russians went to other destinations to spend money. Planet is huge enough and European idiots that are imposing sanctions will take most damage , while US is applauding to their stupidity. Winter is coming.
