He didn't say what kind of feeder traffic,but for tubes it is mostly used gallery traffic which cannot be brokered so...

there's nothing weird about it. tubes buy skim traffic to videos to inflate the number of page views they have so they have more to sell their advertisers... almost all of them do this

That explain why some large tubes like pornhub still buys skim(blind)/popunder traffic
