But allow people to join your site for free, but they have to fill in a form.
They can still pay if they wish. But offer a free signup.
This would be a questionair data gathering, such as age sex, what they buy and so on and they would need to agree to having this data sold.
To prove they are 18 or older they may be asked to pay 1p by credit card or have a form sent to them thay they sign and return back (say with a photocopy of there birth certificate).
All this would be done by a 3rd party (like ccbill). The 3rd party would then pay you per member.
They could also have a few options. Ie pay for a month and fill in a questionair and get two months free.
