Did Ebay always charge to re-list unsold items ??

Usually just a buyer on Ebay but had a few things which i thought would be worth selling. Sold most of the things i listed, but the few that didn't when i went to re-list them, it wanted to charge again for each one. Did Ebay always do this ? I thought that part was always free. No biggie either way since it's very little, but just wondered when they changed it if they did...

When you start selling enough items they will send you promotional offers for free listing fees.. I currently get 200 items free with my ebay store.. and get offers for like 5000 items free all the time..

They used to let you relist it once for free. Now it seems they charge you every time.

It's only small change, but depending on how many pics etc you used in the listing, and how much you have listed the item at (if it's buy it now) the price goes up a little...
