Why affiliates promote them? Well in the old days the model was very successful. Also from what I gather AE is far more affiliate friendly than your average circa-2014 adult sponsor who puts all their content on the tubes (the same ones who have been stealing from others for going on a decade) while at the same time coming up with a new way to screw their old loyal affiliates every few months. For affiliates the paysite business is just about dead so it's cleanup time for most where they get what they can.
