The state has a different level for "DUI" for people under the age of 21. That is pretty fucked up.
When I grew up in Fla. the drinking age WAS 18 and the alcohol level was much higher (I think it was something like .14 back then) for ALL adults. That's damn near age discrimination against an adult.
I agree Bieber is pretty dumb for doing things like this at a time when the cops have a hard on for him everywhere he goes.
But at the same time...charging him with DUI for blowing a .04??? That law is just a way to get more people (not talking about Bieber, but other ADULTS 18 to 20 years old) introduced to the penal system in the state.

Many countries have different limit for young drivers (I guess logic behind that is that young drivers are inexperienced hence more chances to do an accident). Its very good idea actually and I support that.
As for 0.4 - its nothing unusual, examples of European countries as a guide:

By the way 0.4 (or 0.04 by US system) is +- 2 0.33L beers for the guy of Bieber's build.
