yes, you get above hw + premium rate phone number and you have "Interactive Voice Response System‎" aka IVR

for recording that is played at the beginning

get someone from fiverrr or voiceover sites to record message of your choice and set the machine.

Then you can start thinking about hardware, software, recruitment etc.
