You can use WordPress* with a membership plugin* and Bootstrap* for the frontend in order to have the website function on tablets and smart phones properly.

I think it's difficult to do own CMS for mobile site, quite complicated. Why not use a whitelable or wordpress plugin. That should bring best results....good luck

ClickcastX has a mobile solution in place it using a WAP version of their template.
