Sadly, some people voluntarily choose this. Dropping out of society and refusing to adhere to any rules but their own.
I know of a local guy that goes by 'Tommy Two-Carts' whose spent the last decade (or more) loading shopping carts with junk he finds around town - (hoarder mentality). He spends his entire day pushing his caravan of carts around the city. Sleeps under the bridge overpasses at night.
I've talked with him a few times over the years - and he's actually highly intelligent. He knows local politics, current events...quite a lot of things.

This reminds me of when I was on a exit in Georgia, Got to the stop light there was a homeless man with a snow white beard and icey blue eyes with 3 dogs holding a sign.
He was different though because he wasnt trying to do the akward eye contact/waving thing most panhandlers do. I had no money but I had a bunch of leftovers from the hotel I stayed at and five guys. He was really appreciative and immediately started feeding his dogs. Couple of days later we go into wawa to buy some snacks, didnt have enough money and went to the car to get more, go back in side and a mystery someone had paid for it. I think that was karma at its finest.
