My proposed long term solution is for Chicago to offer a cash payment to any woman on welfare that goes in for a free abortion. This payment would be framed out as welfare money to cover medical care leading up to the abortion, but there wouldn't be anyone looking to see how it get gets spent. So essentially a cash for your fetus program similar to gift cards for guns.

I live 3 hours from Chicago and I have a buddy who grew up and was a cop there until last year when he moved here... Said it can get crazy, one time growing up he said him and some friends were playing baseball and apparently some kid's uncle or something put money down that his nephews team would win and since they started losing he shot at them from the window of an apartment next to the field... Fucking shooting at kids because they were winning a baseball game...

How about a cash for tubes tied program?

Or how about really stepping it up. You give her a house! So many foreclosed houses. You do minimal fix up and make it look nice and then give it to her to get her tubes tied. Now she has one kid she can't afford and you have $100,000 less kids and crime to absorb. Overall the city comes out WAY on top. There are run down houses the city owns worth about $40K that can be rehabbed for about $18K. Almost double your money.

Well said. If you are on welfare and breed you should be fined (or "breeding license" purchased) and also jail time should be possible (because otherwise they just won't pay fines anyway)
