It is very possible that your email registered with CCBill is not an email you check anymore. All email from account approvals go to the ccbill email on file, not necessarily the email in which you originally emailed from asking about the program.
There has only been 1 account not approved to date and you are not it. The check is typically the site registered with CCBill application.
