Think where most big tax paying corporations are located ?.. Look at those states on the list now and you'll see why the numbers are incorrect. Poor guy in new mexico driving a toyota has just increased the per capita numbers for some guy in california.

For example:
Government starts some facility in certain state, that means more funding, but does that mean that suddenly people from that state became freeloaders even more? No, but according to OP's inaccurate method that would be yes.
