Women do. Men (majority of) do the things that they do for women (or more specifically, a woman in particular), so in that sense, they 'run' things. Men are hunters/gatherers/providers, but the driving force behind that is almost always a woman - again to reiterate, the majority of the time.

It's funny really, husband goes all out to give, whether it's possessions or 'good behaviour' to get approval from his wife, and wife goes all out to get (fix this, move that, provide me these). Not saying that's 'wrong', just how it is - seems to work out pretty good in fact usually.
