He is betting on the fiscal cliff votes to pass something to avoid it. There was also huge speculation on VIX leading up to Dec 28th. Then it crashed the next day. Anybody that shorted got paid nicely. Anybody that actually expected Congress to work got burned. Wouldn't surprise me if Boehner was the one making the trade.

US congressmen make only $174,000 per year. That is surprisingly low considering the job and many of them would make significantly more in the private sector. You've got to wonder why they choose to be politicians for 10, 20, 30 years. These types could easily be abusing their positions of power for profit.
