Honesty is the best policy because the truth is easier to remember and a lot easier to prove. Additionally, to understand that 'facts' sometimes change.

In the military you can be prosecuted for 'the appearance of impropriety' so people need to be aware of how things look to others. You can be perfectly innocent but conduct yourself in a way that makes you look suspicious. Be aware of that effect and behave in a way that shows the truth.
