I want to buy a cell phone (very special) for my nephew

Hi, I'm looking for a cell phone for my nephew.the phone such that can only answer incoming calls & can't do anything else with it. no dialing key and no Red phone button.can't read messages or send messages .it only just need one Red phone button .and that is about the size of MP3 player .and he could hang it around his neck.
Do not know that there are so?

It's not the cell phone itself but the actual plan with the carrier company.
In Canada for example you can have an emergency phone plan for like $15.00 bucks or something..which only gives you 60 min per month. It's also used to keep a number you don't want anyone else to get. No texting, nothing, just outgoing/incoming for very low minutes.
