I couldn't even tell you who is in charge in other countries - Canada, UK, France... Don't know and don't really care.

I know fuck-all about American politics and don't intend to learn either. Until China takes over as pseudo World Police other countries are bound to be concerned about American foreign policy as you have a large military that needs new things to do all the time to keep them occupied.
