Actually, its humidity in the atmosphere close to you. Its not doing that in Vegas, the humidity here is only 8% right now.

Light reflected from the moon refracts off ice crystals in the upper atmosphere causing a white, sometimes rainbow like halo around the moon.

Oh, I never have seen it do this before, After I took and uploaded the pic here I went back outside to smoke, and the ring was much brighter and seemed to have a rainbow appearance.
