Where should I send my foreign traffic?

Here's options I have thought of so far:

- dialers
- sponsors
- no where, just deny access

I just have "regular" traffic, whatever that means. Basically I traffic trade and I block all foreign site trades. This, however, does not mean I am 100% English traffic.
