Does anyone know of a site that maintains a DB for LinkUp Pro like a site maintains a DB for TGSW?

Nope, as far as I know the only update comes from linkup pro directly. It's not that hard to maintain your own db. I've been doing it for almost 2 years now and it's really the only way to use any of these submissions programs.

Well...the current DB is not really current so I guess I will just have to spend the time to modify it. Do you actually auto submit or do you use the logs to manually submit? If you auto submit, in Options, what User-Agent do you select to auto submit?

The user agent is set to some flavor of IE. Yes, I use it to autosubmit.
