We actually just had an incident here in town with an off-duty cop. He got into an accident in the worst part of town and the guys who hit him took off. He followed them and eventually there was a confrontation that resulted in the cop getting his ass kicked and then shooting his two assailants and wounding them. He's been commended by pretty much everyone in town for not shooting to kill.

Because you only shoot to kill. That's standard training and procedure anywhere. Police are not sharp shooters or trick shots. Where are all the videos of police worldwide shooting to wound hostile attackers? Pistols are highly inaccurate and are short range weapons. People using pistols under pressure who don't have a lot of training shooting people are inaccurate. They are trained to aim for center of mass. End of story. One shot also doesn't tend to kill... in fact, its harder to stop people with a gun (particularly with a pistol) than people seem to realize. I actually have a guy working for me who was shot point blank in the chest with a pistol with the round exiting his back, when he was 15 and he then rode his bicycle home. Most of the time people get shot and don't realize they are shot and adrenaline surges in the attackers and they continue their attack. This is why police empty the clip. There is also the goal of not accidentally hitting bystanders by missing the target which is why you aim at the biggest area.

If you don't want to be shot and killed in Times Square, don't be wandering around with a knife threatening to kill people (including the officers). Not really a lot to ask.
