I'm guessing you're using Chrome and probably Win7 on a webpage that uses Ajax and possibly also using small flash files as well?
It's a weird error that no one seems to know what it is yet and some people suggest a GPU drivers problem but I have no idea

If this is a laptop it might be one of the cables going to the LCD. It might be loose or damaged. If a desktop it's much more rare but it could be an issue with the graphics card. But check the cable going to your monitor too.
