They do that to get people to not only sign up but to put up links. They don't do it to judge the quality of a database as they go that through hacking.

No it doesn't. The code is quite obviously to tell them which email addresses they spammed are valid and working and which aren't. Nice try at defending them though. Only question is why you, and other people here, are so intent on making them seem like innocent 'victims'.
