Start a mainstream theme club for Joomla & WP. You don't have to worry about making a specific customer happy because he doesn't like the layout and wants you to redo it five more times. Most theme clubs only release 1 new theme a month 2 at most..

You provide a product & if they like it they buy it. Offer support by forum or paid one on one.

if you actually have them hired and them not doing anything why not sign up as an agency on odesk etc and get external jobs for them until you come up with a good idea?
