To be honest, with the penny here in the UK, it's about the shops fooling people into believing something is actually cheaper than it is. So i can't see them ever scraping the penny here.
Everything you buy here is priced at something like £19.99. Or £399.99.
So people think, "oh, under £400 for a tv that's not bad". Stupid and gullible but true...Comment

They produce them knowing they are doing so at a loss. And a penny is literally at the smallest level of production. Imagine how much waste goes into everything else larger than a penny. From nickles to airplanes to bombs, it is no wonder they are drowning in debt. Source for that number? According to the numbers in the article it would be a production cost of $100 million, with a loss of $60 million.
