We're still here and still working.

We are working on some of the larger file lockers at the moment, however there is a lot of work in compiling evidence and making our cases. With some of these sites we are faced with uncooperative payment processors which leaves us having to build cases to present to Visa and Mastercard. This will probably result in third party payment processors being limited or having sanctions taken against them for breaching card association rules.

From the legal perspective things are pretty well done for the year, so we're taking the time to build on our detection and investigative tools.

I'm expecting a batch of Paypal terminations before Christmas.

In the meantime we are asking rights holders who are not represented by us to become represented.

These two file lockers are amongst the worst there is, thus we have been very careful to investigate them with the utmost care and detail.

These sites should not exist, they are not only criminal copyright infringement operations but they are also involved in the distribution of other harmful material that is illegal to publish and is illegal to possess.

Both of these investigations have taken almost six months to bring to completion. I'll be simultaneously publishing extracts from our investigations on these two sites here and on the Stop File Lockers blog.

Paypal have known that Hotfile.com have been a problem for years.

In 2011 a lawsuit was issued which named 1000 users and Paypal over Hotfile and copyright infringement:

Yet content like the content described below is easily available on Hotfile.com and it can all be purchased using Paypal. In fact Paypal is the primary payment method for a Hotfile account.

There is so much of it that even using our automated tools, we could not capture the extent of the problematic content available on Hotfile.com.

There is child pornography, bestiality, rape, incest and other such content. Where content has been reported, we have monitored the very same content re-appearing. There seems to be no effective repeat offender policy.

I read and register every site brought to our attention. We know about this site but thanks for bringing it to our attention in any case.

We first started dealing with ImageTwist on 18th July this year, I won't go into specifics but speaking generally there are sometimes very good reasons that sites may appear not to have been impacted. Sometimes we leave certain sites alone and monitor them as they may be an important component of a broader network or their operation may be necessary for us to track larger pools of infringement.

Sometimes however sites aren't dealt with because we've given them a low priority and haven't got around to them yet.

I wont say where we are at with ImageTwist but thanks for the report.

Forget all the copyright issues for one moment and ask the question, should a reputable US payment processing business be enabling content of the like shown above to be distributed and paid for using it's services ?
