Why would they want to be put into a position, forced by law, where they have to hire additional staff to manage all of those claims?? When some companies have razor thin margins, why would they want to bring legal/compliant/extra people on staff to clean up the mess? Ultimately, I think that is what the biggest issue in this fight is. Who is going to PAY FOR IT. Whether it's an ISP, Google, Manwin, whomever it takes staff to do these things. All of those things come with a cost, and that does not even get into the legal aspect of liability. Record, media, porn companies all want enforcement,... but no one wants to pay for it. Until all of those things can be answered, you are always going to have push back from the various different interests.
