Sometimes when site is run by Russians (or any of former Soviet states) and hosted in a similar country, you won't even hear back from anyone let alone have the site taken down. I found the next best thing to do was to notify Google to at least have their pages removed from the rank. Though one big time thief who steals my content a lot had at least a 100 pages unlisted from Google yet they still rank them high for everything. If the host is not in the USA they have nothing to do with DMCA. You have to go trough the appropriate channels in that specific country.
Like for example Leaseweb in The Netherlands ignores DMCA requests, because they don't have anything to do with US law. They are in The Netherlands so they have to comply to the law there and ask you to submit the removal request according to NL laws/standards instead.
If the host is in the US they have to comply to US law, if they are not in the US they have to comply to the laws in their own country.Comment

Report it to the major backbone providers. They can black-hole the IPs
Even if it's not their initial responsibility they have to review it each time, and that cost them money. If you annoy them enough they will take some actions

I recall there is a law that either the EU, or some of the countries in the EU follow that is similar to DMCA over there. The name escapes me at the moment. But if you have a lawyer involved, I am sure they can find it easily enough. Good luck chief.Comment
