Not entirely correct.
If he is sentenced to prison (and not mental illness treatment) he will be locked up for 21years. When those years are gone they can decide that he is still a danger to the society and extend it for 10 years. and then again.... and so on. He'll be sentenced for life.

If he's stamped as mentally ill he will be sentenced to forced treatment.
One doctor alone can't say he's recovered and let him go. There are quite a number of people who needs to agree.
It is also a lesser known solution in norwegian law.
If his mental condition is treated and he gets well, they can still decide he is a danger to the community and transfer him to jail.
But if you ask me, as a norwegian: The police should have given him a bullet in the head at the scene. end of story and he wouldn't have become an icon for stupid brown racists with equal mental conditions.
