you ment cms? Content management system? There are a lot of free ones, wordpress, joomla, drupal etc you can use any to build your first site.

WP is good, with plugins you can pretty much make it do anything you want, it's easy to update... I would recommend it for a beginner since it's so easy to use and well supported.
