Interesting: English Fluency Is Greater in The Philippines than UK

Of the top 30 countries by size of labor force, the clear leader in business English fluency was the Philippines, the only country to score at the intermediate level (7.11) indicating the ability to take an active role in business discussion and perform complex tasks. India came in second with a score of 5.57, indicating the ability to understand business presentations and communicate descriptions of problems and solutions, but not the capability to take an active role in business discussions or perform relatively complex tasks, followed by Canada (5.45), Indonesia (5.28), and the United Kingdom (5.24).

The worst performing of the biggest countries were Colombia (2.75), Brazil (2.95), Turkey (2.97), Japan (3.40), and Mexico (3.50). There may be economic forces behind some of the lowest scoring countries. Both struggling economic power?Japan, Italy and Mexico?and fast-growth emerging markets-Brazil, Columbia and Chile?scored in the business English beginner range.

Funny, my experience with Filipinos and Indians is the exact opposite. Sure, they speak English, but they don't understand it worth shit. Carry out complex tasks? ROTFL, anyone who's ever worked with either Filipinos or Indians will attest to the opposite.

Most likely because we have Quebec, Go to any place north or east of Montreal, and there are communities where people don't speak English at all.

Brampton Ontario, a city just outside of Toronto, has one of the highest concentrations of Indians out side of India.

Vancouver, has a high concentration of Asians and south Asians.

I suspect that these factors would skew the numbers a bit. Canada is a multi-cultural country.

Agreed, they speak some English but most of them simply do not understand the task and just say "yes" as a robot, then cooks some crappy or wrong code.
Its always best to outsource to eastern europe, from that list it would be Serbia, Slovenia, Lithuania etc.
