That's a big leap you're making. Do humans have an effect on the environment? Of course they do, just like every other living being has an effect on its surroundings. Should people be allowed to simply dump chemical waste in rivers or gas their neighbors by burning harmful stuff in their backyard? Of course not. But, those things we can observe, measure, record and do something about.
Does the climate change? Of course, just look at history. Climate change is a fact of life. Since this planet came to be, every aspect of it has constantly been changing. To think we now suddenly know everything there is to know about this planet, to think we now suddenly understand everything about this very complex system we live in, to think we can somehow tinker with this complex system by constructing a special tax system is naive at best...
